Interim provost and acting dean named at Lock Haven University

Lock Haven University recently announced the appointment of Stephen P. Neun, Ph.D., dean of the Stephen Poorman College of Business, Information Systems, and Human Services at LHU, to interim provost and vice president for academic affairs. Neun’s service will begin April 2 as Donna Wilson, Ph.D., current provost and vice president for academic affairs, assumes the role of interim university president as a result of the retirement of Michael Fiorentino Jr., Ph.D. Joby Topper, library and information services director at LHU, will serve as acting dean of the Poorman College during that time.

The search process is currently underway for the 15th president of Lock Haven University.

In addition to his position as dean, Neun also serves as professor of economics at LHU. He earned his doctorate degree in economics from the University of Connecticut. In 1982 he joined the faculty at Utica College and while at the institution, was promoted to full professor and earned the Distinguished Award and Harold Clark Jr. Award for Scholarship.

Neun has co-authored a book on health economics that is in its sixth edition and wrote articles on executive compensation, stock ownership, and physician location. Prior to becoming dean at Lock Haven University in 2013, he was the vice president for academic affairs at Antioch University at New England.

“I am excited to take on the position of interim provost and vice president for academic affairs,” Neun said. “Here at Lock Haven University, we pride ourselves on educating our students to achieve their full potential. To be part of that process with such a quality faculty is an honor.”

Topper came to Lock Haven University in 2004. He served as technical services librarian and the library’s liaison to the Department of History, Political Science, and Geography until 2012, when he was named director of the LHU libraries.

Before coming to LHU, Topper was a rare books cataloger at the University of Virginia from 1994-2000 and at the University of Michigan from 2002-04. He also is an Air Force veteran.

Topper earned his bachelor’s degree in history and English at Frostburg State University in Frostburg, Maryland. He holds a master’s degree in library science from the University of North Carolina at Chapel Hill, and a master’s degree in higher education, with a concentration in history, from Penn State University.

“I take my new role and short-term appointment seriously. I’ll do everything in my power to carry the administrative workload of the college and allow faculty and staff to focus on educating and assisting our students,” Topper said.

“Lock Haven University is fortunate to have in our ranks experienced and capable academic leaders who are willing to step into the gap in times of transition,” Wilson said. “I am confident that Dr. Neun and Mr. Topper will be highly effective in their new responsibilities. The students, their colleagues, and I are grateful for their service to the university and to the new president as we prepare for her or his arrival.”
